Puppy coughs/regurgitates everyday. Breathing in throat is also pronounced.?

My puppy is 4 months old. He coughs and regurgitates every day- but its always so small that he just swallows it. It sounds like he is congested when this happens and that something is stuck in his throat. His breathing in his throat is very pronounced and you can see his throat going in and out most of the time. We took him to the vet but he wasnt concerned. Since we got him he also makes noises sometimes in his throat that almost sounds like a washing machine. Aside from the regurgitation he is a very happy and active puppy. Does anyone know whats wrong?
